Selective licensing Haringey: wards, fees and HMO rules

Published · Updated

Selective licensing Haringey covers 14 wards, mostly in the east of the borough, from 17 November 2022 until 17 November 2027, and boroughwide additional HMO licensing runs until June 2029. More than a third of Haringey households rent privately, so licensing touches a large share of the borough's homes. Here are the wards, the 2026/27 fees and the discounts the council offers. We checked the council's pages on 21 October 2026.

Haringey had 37,376 privately renting households at the 2021 Census, out of 105,091 in total: 35.6% of all households, against 20.3% for England and Wales. That puts Haringey 24th of 331 local authorities by number of private renting households and 11th by share. Owner-occupiers made up 37.2% (39,116 households) and social renters 25.2% (26,474).

Selective licensing in Haringey

Selective licensing applies to privately rented homes that aren't HMOs in the 14 wards listed above. Wards in the west of the borough, such as Highgate, Muswell Hill, Crouch End and Fortis Green, aren't included. The standard licence covers the 5-year duration of the scheme, and the council aims to process applications within 90 days.

Haringey can shorten a licence where there are compliance concerns. Its published examples include up to 1 year off for failing to apply voluntarily or a history of justified complaints, and up to 4 years off for council tax arrears, a failed EPC, or not complying with previous HMO licence conditions. Any application without a valid EPC gets a 1-year licence.

Haringey additional HMO licensing

Haringey designated a boroughwide additional HMO scheme in March 2024, running to 16 June 2029. It covers HMOs that fall outside mandatory licensing, typically shared houses and flats with 3 or 4 occupiers from 2 or more households. Mandatory licensing applies to HMOs with 5 or more people from 2 or more households.

Haringey landlord licence fees

Selective licence: £705.84 for the 5-year scheme, paid as £411.57 Part A (on application) and £294.27 Part B (once approved; no licence is issued until it's paid). Discounts, which can be combined: £50 off Part B for accredited landlords (LLAS, NRLA or UKALA, or members of ARLA, RICS or Safeagent); £50 off Part B for an EPC rated C or above; and £75 off Part A for the second and later flats where you own or manage 3 or more rented flats in the same building (contact the team first to arrange payment).

HMO licence (mandatory and additional) from 1 April 2026: £1,411.68, according to the council's 2026/27 property licensing fees review.

Councils usually split a licence fee into two parts: one paid when you apply, covering processing, and one paid before the licence is granted, covering running and enforcing the scheme. Where the council publishes the split, we show it above. Fees are reviewed regularly, so treat these as correct on the date we checked and confirm on the council's fee page before you pay.

What every Haringey landlord must do, licence or not

Whatever the licensing position for your street, the core safety and paperwork duties for Haringey landlords are the same as anywhere in England:

  • gas safety: a Gas Safe check every 12 months, with the record given to tenants;
  • electrical safety: an EICR at least every 5 years, with a copy to tenants;
  • energy: an EPC of at least band E, unless the property is exempt;
  • deposits: protected in an approved scheme within 30 days, with the prescribed information served;
  • alarms: a smoke alarm on every storey with living accommodation, and a carbon monoxide alarm in rooms with a fixed combustion appliance (except gas cookers);
  • Right to Rent: checks on all adult occupiers before the tenancy starts.

These are also the documents a council is most likely to ask for when it processes an application or carries out a compliance visit.

What happens if you let without the right licence in Haringey?

If a property needs a licence and doesn't have one, the landlord commits an offence. The council can prosecute (with an unlimited fine on conviction) or issue a civil penalty of up to £40,000, the limit that has applied since 1 May 2026, and tenants can claim back up to 24 months' rent through a rent repayment order. Westminster, Brighton & Hove and Islington are among the councils that publish these limits. Applying promptly matters: the offence is avoided once a valid application has been made.

Keeping to your licence conditions

Councils grant most licences for up to 5 years and attach conditions, such as providing a gas safety certificate each year on request, maintaining smoke and carbon monoxide alarms, producing electrical safety reports, and handling repairs promptly. Inspectors check these against your records.

Gaffy keeps those records in order. Upload each certificate once, tag its expiry date, and Gaffy tells you what's expired or coming up, property by property. Tenants send repair requests with photos through a simple link, with no app to install, so you build a dated history of what was reported and when it was fixed. Pricing is £12 a month for up to 5 properties, then £4 a month per extra property, and your first month is free. We don't submit licence applications on your behalf.

FAQ

Does Muswell Hill or Crouch End need a selective licence?

No. Those western wards aren't in the selective designation. Shared houses there still need an HMO licence.

How can I contact Haringey's licensing team?

Phone 020 8489 5521 or email propertylicensing@haringey.gov.uk.

How many households rent privately in Haringey?

At the 2021 Census, 37,376 households rented privately, 35.6% of all households (ONS, Census 2021 table TS054).

How long does a property licence last?

Usually up to 5 years. A council can grant a shorter licence, for example where it has concerns about management, and a licence can't outlast the scheme it was granted under.

Can I transfer a licence when I sell?

No. Licences don't transfer between people. A new owner or licence holder has to make a new application and pay a new fee.
