How big is the private rented sector in Manchester?
At the 2021 Census, 69,403 of Manchester's 214,730 households rented privately. That's 32.3% of households, against 20.3% across England and Wales as a whole. By number of privately renting households, Manchester ranked 3 of the 331 local authorities in England and Wales; by share it ranked 15. For comparison, 79,925 households (37.2%) owned their home and 63,276 (29.5%) rented socially.
About a third of Manchester households rent privately, one of the highest shares outside London and well above the national average. The selective scheme is deliberately small-area: it names specific areas within six wards, some with two separate areas, rather than whole wards.
Manchester selective licensing areas
Manchester City Council's current selective licensing designations run from 24 May 2025 to 23 May 2030. The council's fees page names nine areas: Cheetham (flats above shops, and the Esmond/Avondale area), Crumpsall (Enver Road area), Harpurhey (Whiteway Street area), Longsight (Heathcote/Sanby Road area and Northmoor Road area), Miles Platting & Newton Heath (Droylsden Road area and Scotland Street area), and Moss Side (Viscount Street area and Heald Grove area). Because these are small, named areas inside wards, the street-level address list on the council's site is the only reliable way to check a property.
No additional HMO licensing in Manchester
The council states: "We don't currently have an additional licensing scheme." So a house shared by 3 or 4 unrelated people in Manchester doesn't need a licence unless it falls inside a selective licensing area, where the selective scheme may apply instead. HMOs with 5 or more people from 2 or more households always need a mandatory HMO licence.
Manchester landlord licence fees
As published on the council's fees page: a full selective licence is £964 (£469 application fee plus £495 grant fee), and a subsequent licence is £864 (£395 plus £469). An early-bird rate of £764 applied to applications made between 24 February and 23 May 2025. The council says selective licences are usually issued for five years but may be shorter depending on circumstances.
Do I need a landlord licence in Manchester? A quick check
- Count the people and households living in the property. A household is a single person, or members of the same family living together, including couples.
- If 5 or more people from 2 or more households share a kitchen, bathroom or toilet, you need a mandatory HMO licence wherever you are in England.
- Manchester has no additional HMO scheme, so 3 or 4 sharers don't need an HMO licence unless the property is in a selective area.
- If it's inside one of the named selective licensing areas, you need a selective licence. Check the council's map.
- If none of these apply, you don't need a property licence, but every other landlord duty (gas safety, electrical safety, EPC, deposit protection, smoke and carbon monoxide alarms) still does.
Penalties for an unlicensed Manchester let
Manchester's selective areas are small, which means a landlord a few streets away from Enver Road or Viscount Street doesn't need a licence, while one inside the boundary does. Getting that wrong carries real cost. GOV.UK warns of an unlimited fine for an unlicensed HMO, and Manchester's own public notices describe criminal and civil penalties and rent repayment orders for failing to license in a designated area. Check the address list before you let, not after.
Conditions on a Manchester licence
Manchester says selective licences are usually issued for five years but can be shorter, and none can run past 23 May 2030. Licensed HMOs carry GOV.UK's standard conditions, such as sending an updated gas safety certificate to the council each year, maintaining smoke alarms and supplying electrical safety certificates on request, plus anything the council adds.
