Landlord licence Northampton: West Northamptonshire licensing rules
Published · Updated
Landlord licence Northampton rules are set by West Northamptonshire Council, which runs two schemes: mandatory HMO licensing everywhere, and an additional HMO scheme in designated parts of Northampton and Daventry, running from 24 February 2025 for 5 years. There's no selective licensing, so single-household lets don't need a licence. Here's where the additional scheme applies, what an HMO licence costs, and how to check a property. We checked the council's pages on 21 October 2026.

How big is the private rented sector in West Northamptonshire?
The 2021 Census counted 172,639 households in West Northamptonshire, and 33,000 of them (19.1%) rented from a private landlord or letting agent, or rented privately in another way. Across England and Wales the figure was 20.3%, so West Northamptonshire's private rented share is below the national average. West Northamptonshire had the 34th largest number of private renting households of any of the 331 local authorities, and the 117th highest share. 111,955 households (64.8%) were owner-occupiers and 24,811 (14.4%) were social renters.
Is there selective licensing in Northampton?
No. West Northamptonshire Council says it operates two forms of licensing, mandatory and additional, both for HMOs. Single-household lets in Northampton, Daventry, Towcester and Brackley don't need a property licence.
Additional HMO licensing in Northampton and Daventry
A new additional licensing scheme started on 24 February 2025 and runs for 5 years. The area covers everything in the 2020 to 2025 scheme plus additional areas in Northampton and Daventry, shown on the council's 'Additional Licensing Area 2025 to 2030' map. Inside that area you need a licence for houses or flats with 3 or more people forming 2 or more households and sharing facilities, and for section 257 HMOs: buildings converted into self-contained flats where the conversion didn't meet the building regulations in force at the time and fewer than two-thirds of the flats are owner-occupied.
Mandatory HMO licensing in West Northamptonshire
Anywhere in West Northamptonshire, an HMO needs a licence if it's rented to 5 or more people from more than 1 household who share a toilet, bathroom or kitchen, and at least one tenant pays rent. Licences can't be transferred; a new licence holder must apply afresh. The council keeps an HMO public register you can search, and a temporary exemption notice may be available if you're taking steps so the property no longer needs a licence. The council has moved to a new case management system, so it warns of short delays.
West Northamptonshire landlord licence fees
West Northamptonshire's 2026/27 standard fee for a new or renewal HMO licence is £1,505: £650 Part 1 on application, and £855 Part 2 within 14 days of the notice of intention to grant. Part 2 rises by £48 for each permitted occupant above 5. Check the council's fees and charges page for discounts and any other charges.
Councils usually split a licence fee into two parts: one paid when you apply, covering processing, and one paid before the licence is granted, covering running and enforcing the scheme. Where the council publishes the split, we show it above. Fees are reviewed regularly, so treat these as correct on the date we checked and confirm on the council's fee page before you pay.

What every West Northamptonshire landlord must do, licence or not
A property licence doesn't replace the national rules; it adds to them. In West Northamptonshire, as everywhere in England, a landlord must also:
- get an annual gas safety check from a Gas Safe registered engineer and hand tenants the record;
- arrange an electrical installation condition report (EICR) at least every 5 years;
- let only with an EPC of band E or better, unless an exemption is registered;
- protect a tenancy deposit within 30 days in an approved scheme;
- provide working smoke alarms on each storey and carbon monoxide alarms where there's a fixed combustion appliance, other than a gas cooker;
- check every adult tenant's Right to Rent before the tenancy begins.
Licence applications in most councils ask you to upload the gas record, EICR and EPC, so having them in date before you apply saves a round of requests.
What happens if you let without the right licence in West Northamptonshire?
Councils treat unlicensed letting seriously. It's a criminal offence that can lead to prosecution and an unlimited fine, or a civil penalty of up to £40,000 per offence (the maximum rose from £30,000 on 1 May 2026). Tenants can also ask the First-tier Tribunal for a rent repayment order of up to 24 months' rent. Councils including Westminster, Brighton & Hove and Islington spell these figures out on their licensing pages. A duly made application is your protection, so don't wait for the council to find the property first.
Keeping to your licence conditions
Getting the licence is a one-off; keeping to its conditions lasts the life of the licence, which is usually up to 5 years. Conditions commonly require you to produce a current gas safety certificate on request, keep alarms in working order, supply electrical test results, and manage repairs and tenancy paperwork properly.
Gaffy is built for that ongoing part. You keep each property's gas certificate, EICR, EPC and licence in one vault with expiry dates, and Gaffy warns you before anything runs out. Tenants report repairs from a link that opens in their phone's browser, so every problem arrives with photos and a date, and you can show the council a clear repair log. It costs £12 a month for up to 5 properties and £4 a month for each additional property, with the first month free. We don't make licence applications for you.
FAQ
Does the additional scheme cover Daventry?
Yes. The 2025 to 2030 area added parts of Northampton and Daventry to the area covered by the 2020 to 2025 scheme.
Can I check whether an HMO is licensed?
Yes. West Northamptonshire publishes an HMO public register.
How many households rent privately in West Northamptonshire?
At the 2021 Census, 33,000 households rented privately, 19.1% of all households (ONS, Census 2021 table TS054).
How long does a property licence last?
Usually up to 5 years. A council can grant a shorter licence, for example where it has concerns about management, and a licence can't outlast the scheme it was granted under.
Can I transfer a licence when I sell?
No. Licences don't transfer between people. A new owner or licence holder has to make a new application and pay a new fee.
Is this legal advice?
